For sampling, population has been divided to two sectors including chief of police and experts in staff. Based on Krejcie and Morgan (1970) table that is equivalent to Cochran's sample size formula with error of 5%, the sample size has been determined to be 63 and 123 from 75 experts in staff and 181 chief of police, respectively. A questionnaire has been developed to measure value orientation and police performance components. 186 from 200 distributed questionnaire have been received and reliability and validity of measurement has been proved based on statistical analysis. In this research, confirmatory factor analysis and structural equation modeling has been used for model validation and hypothesis testing in SmartPLS. Results of analysis show that value orientation has significant positive effect on commanders performance and adornment and discipline has most influence and continence has least influence among it’s components. Based on the results, value orientation has significant positive impact on commanders’ performance.
