هدف این پژوهش، ارایه یک مدل منصفانه برای تخصیص هزینه ثابت میان مجموعه ای از واحدهای تصمیم گیرنده مانند بانک ها یا کارخانه ها، در یک محیط نامطمئن است به نحوی که کارایی واحدها کاهش نیابد و حتی در مواردی بهبود یابد.
روش شناسی پژوهشبرای تحقق هدف، از تحلیل پوششی داده ها همراه با بهینه سازی استوار استفاده شده است. در این مدل، ورودی ها و خروجی های واحدها به صورت اعداد نادقیق تصادفی در نظر گرفته شده و برای خطی سازی مدل و تبدیل آن به یک فرم برنامه ریزی قطعی، از مفاهیم برنامه ریزی تصادفی بهره گرفته شده است؛ همچنین، مفهوم مجموعه وزن های مشترک برای ایجاد یک مبنای منصفانه در تخصیص به کار رفته است.
یافته هایافته ها نشان می دهند که با استفاده از طرح تخصیص هزینه ثابت پیشنهادی، کارایی واحدهای تصمیم گیرنده (بانک ها) نه تنها کاهش نمی یابد بلکه در بسیاری از موارد افزایش می یابد .این موضوع نشان دهنده موفقیت مدل در حفظ و ارتقا کارایی در فرآیند تخصیص منابع در شرایط عدم قطعیت است.
اصالت/ارزش افزوده علمینوآوری اصلی پژوهش در ترکیب تحلیل پوششی داده ها با بهینه سازی استوار در محیط های نامطمئن و توسعه یک مدل تخصیص هزینه ثابت بر پایه عدم کاهش کارایی و استفاده از مجموعه وزن های مشترک است؛ همچنین کاربرد عملی مدل در صنعت بانکداری ایران به ارزش واقعی پژوهش در فضای تصمیم گیری مدیریتی می افزاید.

The allocation is designed in a way that does not reduce the efficiency of the DMUs and may even lead to improvements in efficiency.
MethodologyTo achieve this goal, a model is developed based on Data Envelopment Analysis (DEA) integrated with robust optimization. Inputs and outputs of the DMUs are considered fuzzy random variables to reflect environmental uncertainty. The model is linearized and converted into a deterministic programming model using principles from stochastic programming. Furthermore, the concept of a common set of weights is utilized to ensure fairness in the allocation process.
FindingsThe results indicate that, under the proposed fixed cost allocation plan, the efficiency scores of the DMUs (banks) are not only maintained but also improved in many cases. This confirms the effectiveness of the model in preserving and enhancing performance under uncertain conditions.
Originality/ValueThe novelty of this research lies in the integration of DEA and robust optimization in uncertain environments to design a cost allocation model that ensures non-decreasing efficiency. The use of a common set of weights adds to the fairness of the approach. Additionally, applying the model to the Iranian banking sector highlights its practical relevance and managerial value.

One of the methods to apply preferred information of the decision maker (DM) in the process of evaluating the efficiency of banks is the method of production trade-offs in data envelopment analysis (DEA). In this paper, we propose a two stage network DEA framework for incorporating value-judgments in the form of production trade-offs to analyze the efficiency of banks. We obtain technical and cost efficiency from banks based on bank manager's opinion. We use the production trade-off method to consider the importance of each of the inputs, intermediate measure and outputs relative to each other to evaluate the performance of commercial banks. We show that by changing the production trade-offs matrix, the technical and cost efficiency scores of banks also change. We propose efficient targets for inefficient banks. At the end, we bring the results of the paper.

Centralized resource allocation (CRA) models are usually presented under variable returns to scales (VRS) technology. In these models, the evaluation of the efficiency of the decision-making units (DMUs) is done only on the basis of the observed DMUs. In this paper, we introduce CRA models in semi-additive production technology. In this technology, in addition to the observed DMUs, aggregation of production units is present in the process of performance evaluation using data envelopment analysis (DEA). We prove that we can solve this model only based on observational DMUs in order to reduce the number of calculations. In the following, we develop this model for a general case based on the approach provided by Fang [6]. The proposed models adjust the inputs and outputs to achieve the total input contraction by the central decision-maker (DM). We can only consider adjustments to inefficient DMUs instead of all DMUs in the CRA model. The proposed model maximizes the efficiency of individual DMUs at the same time that total input consumption is minimized or total output production is maximized. We obtain the efficient targets corresponding to all DMUs on the efficiency frontier of semi-additive production technology by solving only one model. We illustrate our approach with an empirical example.

In many practical problems, we face situations where the data ratio is important for the decision-maker (DM). Data envelopment analysis ratio-based (DEA-R) and ratio analysis models are presented to deal with the above issue in data envelopment analysis (DEA). If the data is uncertain, it is no longer possible to use the basic DEA-R and ratio analysis models to evaluate the efficiency of decision-making units (DMUs). In this paper, we will first discuss robust optimization modelling based on DEA-R models. In this regard, we consider a case where the inputs have an uncertain numerical value and the outputs have certain values. In the following, we present the ratio analysis model based on the set of common weights of all the ratios of input to output components and obtain this model for robust optimization. To show the validity of the proposed approach, we use it to evaluate the efficiency of 38 excellent banks that compete in the global market and compare the results of the proposed approach in this paper with the results of previous approaches.

In the traditional data envelopment analysis (DEA) models, the role of measures from input and output aspects is known. However, in many cases, we face a situation where some measures can play the role of input or output. The role of these measures is determined as input or output with the aim of maximizing the efficiency of the decision making unit (DMU) under evaluation. In this paper, we present a novel inverse DEA model to classify these inputs and outputs. We determine the new level of inputs and outputs and flexible measures by choosing the target efficiency for the DMUs. In this regard, the new model may choose flexible measures as input or output, but the main goal is to reach the target efficiency level. In the following, we will illustrate the presented approach with a simple numerical example. Finally, a numerical real example propose in the banking industry in Indonesia to clarify and demonstrate the suggested approach. We also bring the results of the models.

کارایی ارزشی با در نظر گرفتن اطلاعات برتری تصمیم گیرنده، کارایی واحدهای تصمیم گیرنده را در تحلیل پوششی داده ها به دست می آورد. در این راستا می توانیم تکنولوژی های تولید متفاوتی را در تحلیل پوششی داده ها در نظر بگیریم. یکی از این تکنولوژیها، تکنولوژی تولید شبه جمعی می باشد. تکنولوژی شبه جمعی در تحلیل پوششی داده ها بر اساس تمام واحدهای تصمیم گیرنده مشاهده شده و مجموعه واحدهای جمعی متناظر با این واحدها پایه گذاری شده است. در این مقاله، در ابتدا به معرفی مفاهیم کارایی ارزشی و تکنولوژی شبه جمعی می پردازیم و در ادامه به محاسبه کارایی ارزشی واحدهای تصمیم گیرنده در تکنولوژی جمعی می پردازیم. ما نشان می دهیم که مقدار کارایی ارزشی محاسبه شده بر اساس تکنولوژی شبه جمعی نسبت به سایر تکنولوژی ها متفاوت می باشد و می تواند مقدار درست کارایی ارزشی را محاسبه نماید. در ادامه تقریب ارائه شده در این مقاله را با یک مطالعه کاربردی مربوط به مجموعه داده ها از بانک ها در کشور فنلاند با تقریب های قبلی ارائه شده برای محاسبه کارایی ارزشی مقایسه می کنیم و در انتها نتایج حاصل از تحقیق را می آوریم.

In this regard, we can consider different production technologies in DEA. One of these technologies is semi-additive production technology. The semi-additive production technology based on the observation decision making units and the set of aggregations units corresponding with these units. In this paper, we first introduce the concepts of value efficiency and semi-additive production technology and then calculate the value efficiency of decision-making units in the semi-additive production technology. We show that the value efficiency scores that calculate based on the semi-additive production technology is different from the value efficiency scores of other technologies and we can calculate the correct score of value efficiency. In the following, we compare the proposed approach in this paper with previous approach for measuring value efficiency to a case study related to data sets from banks in Finland, and finally we bring the results of the research.

In the real world, situations frequently occur when we want to allocate a fixed cost between a set of decision-making units (DMUs) such as institutions, organizations. In this paper, we use the data envelopment analysis (DEA) technique to allocate fixed costs among DMUs. First, we introduce semi-additive production technology in DEA and present efficiency evaluation models in this technology. In estimating the frontier of this technology, in addition to the observed DMUs, the set of all aggregations of these DMUs are also used. In the following, we propose an interactive process for fixed cost allocation between DMUs in DEA based on the concept of cross-efficiency. We show that our proposed iterative approach is always feasible, and ensures that all DMUs become efficient after the fixed cost is allocated as an additional input measure. The cross-efficiency scores corresponding to all DMUs are improved at each stage of the interactive process. We also illustrate the proposed approach with a numerical example. The proposed approaches are demonstrated using an application of the fixed cost allocation problem for branches of commercial banks. Finally, we bring the results of the research.

Objectives
The purpose of this research is to evaluate and rank the performance of various districts within the Shiraz municipality based on different financial criteria. Therefore, we evaluated the performance of 11 districts of Shiraz municipality in the second half of 2022.
Design/methodology/approach:
Efficiency values were obtained for the areas using different technologies, and a suitable model was provided for the ineffective areas. The evaluation of the districts was based on input variables such as the number of employees, the area (in square meters) of the district building, and deferred income, as well as output variables including sold bonds, tax income, service income, and construction income. Input and output values were determined by consulting the informatics department of each district.
ResultsBased on the results, optimal performance recommendations can be made to senior managers of the municipality.
Innovation:
The current research is focused on evaluating financial aspect of performance in various districts of Shiraz Municipality. The goal is to find a suitable model for ranking these areas. This research can provide researchers and managers with an innovative perspective that can be applied in both theory and practice.

In this paper, we present cost and revenue eciency evalu- ation models and target setting in data envelopment analysis (DEA) in the presence of fuzzy inputs and outputs that the corresponding prices of inputs and outputs are also fuzzy numbers. We proposed a fuzzy value-based technology based on fuzzy input and output data at corre- sponding prices. We provide an approach for calculating fuzzy cost (rev- enue) eciency based on value fuzzy based technology. The proposed fully fuzzy model is transformed into a four-objective model of non-fuzzy linear programming and solved by the weighted sum method. We show that the proposed approach is suitable than the previous approaches based on traditional models from a computational point of view. The innovation of this research is to present and solve a fully fuzzy model to obtain fuzzy cost (revenue) eciency score as a fuzzy number and we do not need additional comparisons to detect the ecient unit in previous approaches. We also obtain benchmark corresponding to the all DMUs. In the following, with two numerical examples, we obtain the results of the presented approach and compare it with the results of the previous approaches, and at the end, we present the results of the research.

در بسیاری از کشورها کنترل و کاهش میزان آلودگی های محیط زیست بسیار حایز اهمیت می باشد. در این مقاله بر اساس نظر کارشناسان، گازهای آلاینده در صنعت سیمان مشخص شده و بر اساس مدلهای تحلیل پوششی داده ها کنترل و فیلتر کردن این گازها اولویت بندی شده اند. با دو مدل شعاعی و غیرشعاعی پیشنهادی، کاهش مجموع هزینه ها و تاثیرات گازهای آلاینده و با یک مدل غیر شعاعی پیشنهادی دیگر، کاهش هزینه و تاثیرات گازهای آلاینده اولویت بندی شده است. این گازهای آلاینده، بر اساس مدلهای FDH و تخصیص منابع مرکزی، نیز با در نظر گرفتن نوع بیماری و هزینه، اولویت بندی شده است. در خاتمه نتایج اولویت بندی گازهای آلاینده صنعت سیمان فارس با سه مدل پیشنهادی و روش تاپسیس ومدل FDH مقایسه شده است.

In this paper, pollutant gases in the cement industry are analyzed and then prioritized for purposes of control and filtration based on DEA models. Two new radial and non-radial DEA models are proposed to prioritize reduction in total costs and in the effects of pollutant gases. Then, another non-radial model is provided for prioritizing reduction in costs and in the effects of pollutant gases. This prioritization is carried out using free disposal hull (FDH) and central resource allocation (CRA) models considering the types of disease caused by the pollutant gases and the medical treatment costs incurred. Finally, the results of the prioritization of Fars cement industry pollutant gases by all three proposed models are compared with those given by Technique for Order of Preference by Similarity to an Ideal Solution (TOPSIS) method and by FDH models.

Data envelopment analysis (DEA) is used as a handy tool to evaluate a set of decision-making units (DMUs) forming a sustainable supply chain (SSC). Furthermore, the Malmquist Productivity Index (MPI) is used to determine the level of progress or regression in the DMUs. In this paper, we calculate the MPI in a sustainable supply chain using non-radial DEA models. Generally speaking, we are after the sustainability of economic, environmental and social conditions in a supply chain, and the subject of sustainable supply chain is quite important in this respect. Thus, in this paper, MPI is calculated in a sustainable supply chain using the non-radial Enhanced Russell Measure (ERM). Moreover, our applied study involves an evaluation of sustainable supply chains in Iranian oil refineries.

One approximation to apply superiority and preference information in Data Envelopment Analysis (DEA) is to use value efficiency approach. The purpose of calculating value efficiency approach is to calculate increase in outputs and reduce in inputs to achieve value function frontier that passes most preferred solution (MPS) point. Note that value function is an unknown function and we can use linear approximation for the approximation of this function and the new frontier will replace the real frontier. In this paper, directional distance function is used to calculate value efficiency. Thus, different values of value efficiency are achieved by selecting various directions. In the following, the above models are used to assess the value efficiency of bank branches by applying the comments of managers and we will see that without the application of weight restrictions, we can apply the comments of managers for a proper assessment.

In this paper, we present an Additive Slacks-Based Measure (ASBM) model for measuring efficiency Decision-Making Unit (DMU) in the presence of undesirable outputs based on DEA Ratio based (DEA-R) model. In order to obtain a reasonable measure of efficiency, this paper proposes a concept for determining the minimum number of undesirable outputs that a DMU is allowed to generate based on the assertion of weak disposability. We show theeffect of producing excessive amounts of undesirable outputs on efficiency. We propose an alternative form of the ASBM model to measure efficiency based on DEA-R models. In the first stage, we introduce counterpart (hypothetic) units corresponding to each DMUs. We obtain the true efficiency scores and slack variables regarding the input and output components of each of the DMUs. In the second stage, we obtain the efficiency scores in the presence of undesirable outputs based on ASBM-DEA-R model. In the following, we illustrate the proposed approach with a numerical example. At the end, the results of the research are given.

هدف اصلی این تحقیق بررسی تاثیر کیفیت خدمات بر میزان رضایتمندی مشتریان بانک های خصوصی استان فارس می باشد. بانکداری خصوصی در کل استان فارس شامل بانکهای بانک پاسارگاد، بانک پارسیان، بانک سینا، بانک انصار، بانک قوامین، ایران زمین بانک، بانک اقتصاد نوین، بانک شهر و بانک سرمایه می باشد. قلمرو زمانی تحقیق نیمه اول سال 1396 می باشد. برای رتبه بندی ابعاد مدل سروکوال یعنی ابعاد کیفیت خدمات بر اساس شاخص های رضایت مشتریان از تکنیک AHP فازی استفاده شده است، ابتدا معیارهای رضایت مشتری با یکدیگر مقایسه شدند و پس از آن ابعاد کیفیت خدمات بر اساس شاخص-های مشتری (شاخت خدمات اصلی، شاخص عامل انسانی، شاخص سیستمی کردن و شاخص مسیولیت اجتماعی) مقایسه گردیدند. برای این منظور اطلاعات مورد نیاز از خبرگان (اساتید دانشگاه و مدیران بانک) جمع آوری گردید. برای تست ناسازگاری ماتریس مقایسات زوجی از تکنیک گوگوس و بوچر استفاده شده است. پس از رتبه بندی ابعاد کیفیت خدمات مشخص گردید به ترتیب: پاسخگویی، اطمینان، تضمین، ملموسات و همدلی بر رضایت مشتریان تاثیر گذار هستند.

Private Banking in the Fars Province, including banks, Pasargad, Parsian, Sinai, Ansar, Ghavamin, Iran zamin, Eghtesad novin, Shahr , Sarmayeh. The study period is the first half of 1396. For ranking of SERVQUAL dimensions including quality of service based on customer satisfaction, Fuzzy AHP technique is used. First, customer satisfaction criteria were compared with each other. Then the quality of service based on customer parameters (Schacht core services, the human factor index, the index system and social responsibility index) were compared. For this purpose, the information you need from the experts (professors and bankers) were collected. Boucher techniques used to test pairwise comparison matrix is incompatible. The ranking was determined that the dimensions of service quality responsiveness, reliability, assurance, tangibles and empathy impact on customer satisfaction. Conclusions are provided at the end of the article.

This paper presents a novel approach to achieving the goals of data envelopment analysis in the process of reconstruction and integration of decision-making units by using multiple objective linear programming. In this regard, first, we review inverse data envelopment analysis models for data reconstruction and integration. We present a model with multi-objective linear programming structure in inverse data envelopment analysis. The superiority of the model to prioritize inputs and outputs in the input and output data integration process. در این مقاله به ارائه یک روش دو مرحله ای برای تعیین الگوی مناسب و بازده به مقیاس مجموعه ای از واحدهای تصمیم گیرنده می پردازیم. در ابتدا به یافتن همه مجموعه های مرجع کارا در تحلیل پوششی داده ها (DEA) غیر شعاعی بر پایه برنامه ریزی خطی می پردازیم. ابتدا مدل RAM را معرفی کرده و واحدها را با استفاده از این مدل ارزیابی می کنیم. سپس برای اجرای الگوریتم مورد نظر مراحل زیر را انجام می دهیم. در گام اول به معرفی سه نوع مجموعه مرجع می پردازیم و در گام دوم برای شناسایی همه مجموعه های مرجع ممکن برای یک واحد تصمیم گیرنده یک مسئله برنامه ریزی خطی منحصر به فرد که بر پایه روش اولیه – دوگانه می باشد، پیشنهاد می کنیم. در گام سوم بازده به مقیاس را در مدل DEA غیر شعاعی اندازه گیری می نماییم. در انتها برای نشان دادن کاربردی بودن این روش به ارزیابی و تحلیل کارایی دبیرستانهای دخترانه ناحیه یک شهر شیراز می پردازیم و الگوی مناسب و بازده به مقیاس را برای این مجموعه از واحدهای تصمیم گیرنده ارائه می دهیم.کلید واژگان: تحلیل پوششی داده ها، الگو یابی، بازده به مقیاس، مجموعه مرجع کلیIn this paper, a two stages method to determine suitable benchmark and return scale of the decision making units set is presented. At first, all of the efficient reference set in no radial data envelopment analysis (DEA) based on linear programming is found. first, RAM model is introduced and units is investigated using this model, then, to run the given algorithm below steps is performed. At the first step, the type of reference set is introduced and at the second step, a unique linear programming problem based on primal dual method is proposed to know all of the possible reference sets for a decision making unit. At the third step, return to scale in the no radial DEA method is measured. One of the problems of the data envelopment analysis traditional models in the multiple form that is the weights corresponding to certain inputs and outputs are considered zero in the calculation of efficiency and this means that not all input and output components are utilized for the evaluation of efficiency, as some are ignored. The above issue causes the efficiency score of the under evaluation unit not to be calculated correctly. One of the ways to deal with the pseudo-inefficiency is to use data envelopment analysis models with multi-criteria structure. In this regard, we first investigate the models of data envelopment analysis with multi-criteria structure and further, with regard to the ability of the ratio-based data envelopment analysis models, we develop data envelopment analysis models with a multi-criteria structure for ratio data and the feasibility and the bounded condition of the above models and their efficiency intervals are described. By presenting a numerical example, we compare the efficiency scores obtained from the models presented with the previous models and we show that the proposed models can be used to deal with the pseudo-inefficiency and efficiency underestimation. Finally, we present the results.

This study presents a reasonable program for large commercial banks in order to supply bank resources by the long term bank deposits and investments, making balance between financial commitments and investments, enhancing the value at risk by maintaining market and bank high liquidity, management of crisis in condition of liquidity shortage and funds, assessment of value at risk index by using determination bank interval efficiency, ranking the set of commercial big bank by using of the fuzzy data envelopment analysis (DEA) models. In the following, we extend fuzzy slack-based model (SBM) for fuzzy inputs and outputs data. We are determined the risk factors in bank operating process by using of inefficiency concept. In this study, we use the data of seven banks which were accepted in Tehran Stock Exchange (Eghtesad novin bank, Parsian, Tejarat, Sina, Karafarin, Melat and Saderat) over a 4 years' period from 2012 to 2015. This paper suggests a method of finding super-efficiency scores and modification of input-oriented models for sensitivity analysis of decision making units. First, by using DEA-R (ratiobased DEA) models in the input orientation, the models of superefficiency and also models of super-efficiency modification are suggested. Second, the worst-case scenarios are considered where the efficiency of the test DMU is deteriorating while the efficiencies of the other DMUs are improving. Then, by combining these two ideas, a model is suggested which increases the super-efficiency score and modifies the change ranges in order to preserve the performance class. In the end, the super-efficiency and change interval of efficient decision making units for 23 branches of Zone 1 of the Islamic Azad University are calculated.

In this paper, we introduce systems consisting of several production units, each of which include several subunits working in parallel. Meanwhile, each subunit is working independently. The input and output of each production unit are the sums of the inputs and outputs of its subunits, respectively. We consider each of these subunits as an independent decision making unit(DMU) and create the production possibility set(PPS) produced by these DMUs, in which the frontier points are considered as efficient DMUs. Then we introduce models for obtaining the efficiency of the production subunits. Using super-efficiency models, we categorize all efficient subunits into different efficiency classes. Then we follow by presenting the sensitivity analysis and stability problem for efficient subunits, including extreme efficient and non-extreme efficient subunits, assuming simultaneous perturbations in all inputs and outputs of subunits such that the efficiency of the subunit under evaluation declines while the efficiencies of other subunits improve.
