Synchronicity of Iran State Universities and Permanent Development (Based on FLA Model)

United Nations has named the decade of 2005-14 as the decade of education. The present study aims to analyze the Synchronicity of Iranian state universities and permanent development. (Case study: university of Ghom and ghom division of Tehran University). The three dimensional model used in this study is called Framework, Level, Activators (FLA). The main method used in the study is questionnaire and due to the subject of the research observation technique is considered the members of scientific board, education, and management staff is statistics universe. The hypothesis of the research is a norm and even more than average Synchronicity between education and management in university of Ghom, Ghom branch of Tehran University and permanent development. The result of the research shows that the education and management parts have been successful in permanent development process but research part failed to synchronize with permanent development. The paper suggests both qualitative and quantitative development of educational programs and workshops in university of Ghom and Ghom division of Tehran University and more cooperation with regional universities in scientific and educational affairs.
