Evaluation is One of the important steps in the implementation of intelligent transportation systems. Evaluation of intelligent transportation systems has two types. The first type is done before project implementation, including prioritizing the projects which selects the best scenario based on available funding. The second type is post evaluation, to assess the impact of the system compared to the situation before implementation concerns. In this paper a general method for the evaluation of intelligent transportation systems is presented. The proposed evaluation process is structured around ITS market packages, a fundamental unit of the national ITS architecture that provides a service-oriented perspective. For each market package, an evaluation tree was devised to guide the end user through an evaluation process founded on goals, objectives, and customers or direct beneficiaries. Finally, the presented framework is implemented for evaluation of ramp metering, as a part of traffic management service package, and simulated with Aimsun to show results.
