Modifying and Evolving the Administrative System through Empowered Human Resources to Achieve a Desirable Administrative System (Case Study: Governor General of Markazi Province)

Background
The administrative system of each country reflects the attitude of the government on how the country is managed and managed, and the role of the administrative system in economic, political and cultural structures and its impact on the realization of the goals of the macroeconomic system of the society is very influential and vital. The present study is an applied objective.
Materials And Methods
This research was a descriptive survey. The statistical population of the study includes employees of the Governor General of Markazi Province. Among the 120 employees, which were selected randomly by a Cochran formula, 92 samples were selected. Friedman test was used to rank variables and SPSS software was used for statistical operation. The researcher-made questionnaire was prepared based on the Likert spectrum with a reliability coefficient of 0.87. Based on which 5 indicators in the form of 3 main components as factors influencing reform and development of the evolving through empowered human resources to achieve a desirable administrative system was taken.
Findings: The results showed that there is a significant difference between reforming and creating changes in the administrative system with the variables (creating service and information bases, providing the necessary training, matching the knowledge, skills and attitude of the state employees with the job and correcting the processes). Among the five main effective factors identified in the improvement of the administrative system of the country, the ranking of factors was the establishment of e-government with a mean of 4.44, standardization of the conditions of recruitment and occupation with a mean of 4.14, the factors of employment justice and payment system With a mean of 4.05, human resource empowerment factors with a mean of 2.43 and correction of structures and processes with an average of 2.97, administrative health factors with an average of 1.67 were identified.
Conclusions
Findings related to the reforming of the administrative system with the powerful manpower in the governorate of Markazi province showed a favorable situation in terms of implementing administrative transformation programs.
