Abstract:
The University of Tehran, as the symbol of higher education in the country, has not been among the 100 top Asian universities. The reason for this should be found in the mental account and infrastructures of stakeholders. This paper determines the factors affecting the future of UT and explain the appropriate metaphors for making changes in their policy making and planning layer. For this purpose, CLA method used and the status of UT studied in 4 layers of Litani, systemic, worldview and metaphor. This did through in-depth interviews with four major stakeholders: students, faculty, staff, managers. The results showed that with the traditional attitudes, University of Tehran won't change fundamentally for the next 10 years. In order to allow the university to adapt to the changes in this age, 3 new metaphors were developed and reviewed. Planning for the realization of this metaphor should be done by the method of reflection.
