Compilation of strategies for optimizing the governance of local affairs in the Islamic Republic of Iran

Decentralization is considered one of the most important processes of democracy and governance in the country and as a process of distribution of administrative, political, financial and decision-making power from the central government to local levels, seeking to create a stable system, increasing the effectiveness and efficiency of the government, facilitating the creation of stable foundations. For economic development at the national and local levels, the formation of a more transparent government and the participation of citizens in decision-making is essential.In order to achieve the purpose of the research, a sequential mixed method was used, which includes two qualitative and quantitative parts. In the qualitative part, the strengths, weaknesses, opportunities, and threats of the governance of local affairs in the Islamic Republic of Iran were identified using thematic analysis, and in the quantitative part, selected strategies were extracted using the SWOT analysis technique. Based on the calculations of the evaluation matrix and the position of strategic action, the final score of the internal factors on the X-axis is 2.77 and the external factors on the Y-axis is 2.59. Therefore, the studied strategic position in the first area and the SO (offensive) strategies were determined as selected strategies. . Also, based on the outputs of the Quantitative Strategic Planning Matrix (QSPM), the priority strategies for optimizing the governance of local affairs are: 1. Increasing institutional coordination by clearly defining roles and responsibilities through the approval of an integrated urban management plan (popularization of governance) in the Islamic Council 2. Concentration Removing responsibilities and resources and assigning them to local authorities within the framework of the constitution and accountability 3. Assigning the powers of action in the area of decision-making and legislation to the Supreme Council of Provinces, Provincial Council and City and Village Council 4. Election of local governing officials by the people of the same place Based on localization 5. Creating a specific mechanism for the participation and supervision of civil and popular institutions on local affairs
