Critical Survey on Risk Management in Controlling Administrative Corruption in Relation with Criminological Discourse

Abstract:
The aim of the present study is the survey on risk management in controlling administrative corruption in relation with criminological discourse. This study is theoretical and fundamental in terms of its purpose and is descriptive and analytical in nature. The results have been depicted that crime risk management was developed in the postmodern world with a model based on it and a realist approach. In this context, crime was considered as an inevitable event in the social context. The criminal justice law, influenced by some economic and political events, was created with the goals of social promotion and punitive functions such as incapacitation, intensification of control over criminals, and non-criminal measures and proceeding such as control over places, in order to control crime with situation-oriented and offender-oriented measures. In the modern management approach, due to its role in the postmodern discursive system, crime is viewed as a fluid, unstable, continuous, and natural phenomenon. This approach, through scientific and empirical research, seeks to identify criminals by determining crime levels in terms of high and low risk. This issue called criminal crime management is the result of the dominance of the ideology of securitization in policies and methods to increase the cost-effectiveness, effectiveness, and accountability of relevant institutions in European and American countries. Crime risk management, using the crime risk measurement method, deals with statistical classifications of the level of delinquency (low-risk and high-risk) in context of society and takes security measures by identifying and predicting the probability of crime. The classification of crime levels based on statistical criteria is a representation of the instrumentality of man (individual agent) as an administrative-social actor. In addition, due to the fluidity and uncertainty in the postmodern discursive system, the determination of the criterion and some other criteria of crime in the whole discursive systems is quite different. Accordingly, the possibility of applying wills in determining the criterion is one of the disadvantages of such management. The discourse of modern management was created with the expectation of the instrumentality of man as an administrative-social actor with the function of maximizing profit. Accordingly, established rules as instrumental values ​​take precedence over human ideals such as freedom and justice.
