Evaluation of Implementability Requirements of The National Spatial Planning Document

Abstract:
"Spatial Planning" or in other words "planning for the Territory" is a type of planning that is focused on "Territory" or "geography" as a fundamental and determining factor in achieving development goals and by rejecting single strategies Next, the economic growth (and neglect of distribution) which caused the spread of inequalities, imbalances and environmental consequences, in the pursuit of creating balance, balancing, resolving conflicts and productivity from resources and processing diverse opportunities for development. It is a territory. Almost half a century has passed since the introduction of spatial planning into the country's planning and management system, and during this period, four national studies of spatial planning have been conducted. The latest experience is related to the period of 2018-2019, when spatial planning studies were first started at the provincial level with the notification of brigade service description, and in 2016, according to the task of paragraph a, article 26 of the law of the sixth development program of the country, the preparation of the national document on spatial planning is also on the agenda. and finally, the process of compiling national and provincial documents was completed in March 2019 with their approval in the Supreme spatial planning Council, and the country's planning and management system for the first time had approved spatial development documents and standards of action.In this study, the researcher intends to use the data-based theory method to calculate the requirements for the realization of spatial development in the conditions of Iran, and with the method of qualitative content analysis and the formation of an elite panel with the presence of some of those involved in the preparation and implementation of spatial development documents. In the country, two years after the approval of these documents, evaluate the national spatial planning document from the point of view of realizable components. The results of this method indicate that the national spatial planning document has a "weak" score on the Likert spectrum from the point of view of the requirements of realization - in all three areas of pre-drafting, editing and post-drafting.
