The aim of this paper is to study the continence and continent man in the holy Quran. Human actions and deeds should be with continence. This causes to enjoy the rewards of this world and hereafter. Islamic resources and Persian poet's poems were used in preparing this paper. The meaning of continence is more expandable than hejab in the holy Quran. The dimensions of continence should be obvious and present in the men's image, talk and deed. The most important dimensions of continence are to be: to help the poor and continent believer people, to observe the continence and not to abuse the orphan's properties, to observe the continence by believer youth, to observe the continence by believer women. In fact; to observe the continence is one of the signs of man whose heart is sound and pious.

Due to the instinctive need of human kind for worshipping and the increasing development of many societies in science and industry especially Islamic societies; it is necessary to establish prayer and enhancing this divine culture. First of all the key factors are to be defined and known in this article and for each of them a strategy will be formulated. This category will be studied in two individual and social fields.Deterrent and inducer factors of prayer will be also studied in this article as the key factors of enhancing prayer culture. In the social context; the families and parents transmit and diffuse the prayer culture to the next generations. The performances and role of educational environments, mosques and friends should not be ignored. If these institutes keep their tendency to faith and be in a complete harmony with families; theycan play a critical role in enhancing the prayer culture. The performances of governments and attention to the role of clerics and preachers are also very vital in enhancing the prayer culture.

Based on the 1404 vision statement of Islamic republic of Iran; reaching the first rank in the region on the economic, scientific and technological fields depends on some requirements in the institutes and organizations invoived in management of society. One of them is sociopolitical security in which the management body of society can play a main role. Political management of society should play a critical role in establishing the internal and external security and order. Kindness and sympathy make the relationships of individuals and society in establishing the internal security. Internal security plays a preventive role and removes the devastating factors of security and paves the way for external security. To establish such a security; the political management of society is in a deep need to a fundamental change and development in the objectives, methods, management and planning of organizations.

Cultural development was studied in this paper. Based on the fact that culture is one of the important and basic components of development in each country; therefore it is merit to know that until several past decades it was the idea of a majority of experts that development implies only an economic meaning. In other words the development has only one dimension and countries tried to promote only their economics to make development. This idea has changed due to failure of countries that have only taken economic criteria in their programming for reaching development. After that the mono dimensional development concept began to disappear. Now it is obvious that cultural development is the base of any kind of development. Therefore; the governments should change their attitudes to human beings as a cultural entity because the cultural development is the base of any kind of real and sustained development.

It is believed the Qur’an to be the book of divine guidance and direction for humanity. Its text in its original Arabic is the literal word of God revealed to Muhammad through the angel Gabriel over a period of twenty-three years as God's final revelation to humanity. Qur’an also is the miracle of the holy prophet Muhammad. Muslims believe that the Quran is different from all other books in ways that are impossible for any other book to be, such that similar texts cannot be written by humans. These include both mundane andmiraculous claims. The Qur’an itself challenges any who disagree with its divine origin to produce a text of a miraculous nature. We can observe and study many cultural and societal topics in the holy Quran including cultural promotion and cultural decay. In this paper some attempts are made to study the causes of cultural decay in the holy Quran. It will also try to answer some main questions about cultural decay based on theholy Quran. Unfortunately Cultural decay in Islamic societies is one of the main issues. Alienation, fade of the religious identity and the wrong limitation of western culture by youth are the others. Surly the inspiring teachings of holy Quran are able to prevent culture shock in Islamic societies.
