    Urban regeneration and renewal is one of the urban development subjects that have undergone substantial changes in last decades in its approaches and also management process. Despite these global changes, policy making in this field of urban development have been delayed in Iran. In the last three decades, the spread of distressed urban areas in Tehran and their vulnerability against earthquake caused them to be among urban management’s superior priorities. From 1990s, simultaneously with changes caused by socio-economic changes occurred after war and start of “Construction Era” in political contexts, the first urban renewal project was implemented in form of a highway construction plan by municipality with a concentrated and top-down approach. After that urban renewal policies have undergone great changes. The role of actors and power relations among them had also changes in this process. In this article, reviewing urban policy documents of these periods, we also reviewed distinctive experiences of each period in this 25-year duration (from 1990 to 2014) with content analysis and documentary studies and also case study approach. We also used qualitative methods for the analysis, particularly deep interview with experts and stakeholders of each project, analyzing distinctive indicators of studied cases, and finally revealed power relations among stakeholders of each project. These studies show that four periods are recognizable in this period in which changes in urban regeneration and renewal policy, in actors of each period and their role and power relations are clear and explain new paradigms created in urban regeneration and renewal management in Tehran.     امروزه مفهوم عدالت به مثابه امری اساسی در فرآیند برنامه ریزی شهری و مدیریت مناطق کلانشهری مورد توجه قرار گرفته است که پیدایش مفاهیمی مانند شهر عدالت محور، عدالت فضایی و عدالت اجتماعی و موارد مشابه نشان از این امر دارد. در هرحال، پرداختن به این مفهوم و ترسیم چشم انداز و تدوین سیاستها و تخصیص برنامه های اقدام در این رابطه امری کاملا ضروری بنظر می رسد که هدف این تحقیق را به خود اختصاص داده است. روش تحقیق این پژوهش در مرحله مبانی نظری، توصیفی و تحلیلی و در مرحله بیان یافته ها، تحلیل ثانویه بوده است که از ابزار گردآوری داده ها منطبق بر مجموعه گزارش ها و آمارهای مرکز آمار ایران و شهرداری تهران در حوزه مناطق 22 گانه شهرداری بهره برده است. در ادامه مفهوم عدالت در 4 مولفه: «تامین منصفانه مسکن، تامین دسترسی کافی به خدمات، تامین امکانات (فرصت) برای همه و انصاف در تقسیم منابع»، مورد سنجش قرار گرفته و در پایان ضمن بیان وضعیت مناطق 22 گانه در مقایسه با هم، راهکارهایی چند در رابطه با تحقق شهر عدالت محور مورد اشاره قرار گرفته است.

    Today, the concept of justice as essential in the process of urban planning and management of metropolitan areas is considered. The emergence of concepts such as justice, fairness and social justice and the environment is similar to this. However, dealing with the concept of perspective and allocation policies and action plans in this regard seems to be quite necessary. This study of the theoretical foundations, and in the expression of analytical results, the secondary analysis; The study includes a set of tools for data collection and statistical reports Statistical Center of Iran and Tehran Municipality has benefited in 22 districts of the municipality. Following the concept of justice in the 4 components: providing fair housing, providing adequate access to services, the provision of facilities (opportunity) for all and fairness in the distribution of resources is evaluated; Finally, in contrast to the expression of the 22 districts, several measures related to the realization of justice is mentioned.

    The concept of spatial justice has been widely employed in the recent literature that attempts to deal with concepts and practices of justice from a geographical perspective. However, the concept of spatial justice needs to be recast. Spatial justice could be the most radical offspring of law’s ‘spatial turn’. Spatial justice is arguably the most promising platform on which to redefine, not only the connection between law and geography but, more importantly, the conceptual foundations of both law and space. The current literature has defined spatial justice as simply a geographically informed version of social justice. Law’s spatial turn presents two opportunities: first, to rethink of the law’s spatiality, namely the novel unpredictability of geographical space that has now flowed into law. And second, to reclaim the concept of spatial justice from a socially diffusing, geographically applied concept of regionalism, while also making a case for it from within the law. This is a radical and novel research area which will be expected to address issues such as: What is the connection between law and justice from a geographical perspective? Is spatial justice merely a version of social/distributive justice? By theorizing spatial justice, I hope to develop an analytical framework that is gaining ground in urban planning and geography, yet remains theoretically undeveloped. I hope to extend an insight at the heart of environmental justice the places we live, work, and play have a profound effect on the social relations among us, and hence the justice relations among us. By extending this analysis to space more generally, I hope to give a new language to theorists of environment, justice, and contemporary political conflicts.
