Copyright article no.8: an answer to the concerns of digital library creators

This research aimed at recognizing the possibility of creating digital library without permission of copyright holders. We used content analysis.; The information gathering tool was checklist for this research. With gathering two essential parts, according to article no. 8 of the copyright law approved in 1348, creators are be exempted from the permission of copyright holder if: 1- the digital library was created by a public-educational agency with nonprofit intentions2- users cant download and save resources. So in private libraries with profit intentions or public libraries that provide downloading possibilities, the founder should have permission of the copyright owner.
