Comparison between content and structures of Nader Shah Afshar decrees against the decrees of Shah Sultan Hussein Safavi

Bureaucracy during the Afsharid era is rarely studied. In this paper، decrees by Nader Shah Afshar (1736-1747) are examined to reveal their characteristics. His decrees are compared against those of Safavid during the period of Shah Sultan Hussein (1694-1722). Method/Research Design: Data was gathered from library and archive resources. Findings and In contrast to those of Safavid King، during the period of Nader Shah there was only a single name - «Raqam» - for all decrees. This is a sign of a smaller bureaucracy during Nader Shah''s era. No remarkable difference in the content of the actual texts is seen between the two eras. However، there are major differences in other aspects، including the greeting، monogram، seals and backside parts.
