Policy challenges for the protection of Iran,s groundwater resources

Always policy leads us in design and implimentation of natural resource conservation plans. But,it is not possible to design policy without considering financial situation of farmers. Very often strict policies will not help in encouraging farmers to participate in natural resource conservation (water, soil, forest and ranges). Institutional reforms are needed to motivate farmers participation in natural resource conservation as long as mutual trust among farmers, Ministries of energy, agricultural jihad and experts are not established, there is no hope in achieving a desired conservation of our natural resources.
