Dynamic structural-functional analysis of technology development process in the context of Technological innovation system; The case of Iran combined heat and power(CHP) technology

Abstract:
Nowadays regarding vast change in the world, countries are faced with sophisticated futures. In this situation, conducting innovation and technology policy to increase productivity and also to use internal capital in efficient way is inevitable. Government should intervene to develop emerging technologies toward sustainability and provide competitive environment for developing these technologies. For this intervention, governments need to analyse technological fields and identify the problems that hinder the technology development process and finally provide suitable policies to address these problems. This article proposes a methodology for identifying systemic problems that hinder the technology development process in the context of technological innovation system framework. by identifying this problems (analysis phase),one can proposes policies in order to eliminate obstacles of technology development process. finally, the methodology is applied to the case of Iran combined heat and power (chp) technology and systemic problems that impede innovation process are identified.
