Main hypothesis of authors is that "tensions in the relationship of different identity groups in the areas of ethnic, linguistic, religious Not something intrinsic, but derived from the considered, perceptions and plans of providing policy makers adopt any political system. The interpretation brighter, only differences of identity and diversity means not a threat or opportunity, but this type of policy makers that these differences in perception into an opportunity for national unity and cohesion or provides threat for political system. The assumption means negation affect other factors in this field such as shared history, the type of understanding each other, the role of elites, regional and international factors is not, but the emphasis with this issue because all these factors what final analysis the nature of the differences identifying number and variety of causes, policy made by the formal identity of the political system the opportunity or necessary to activate these factors provide the attenuation.
