Institutional approach and analysis of welfare policies in contemporary's Iran

Abstract:
The essay has inquired welfare policies and program in contemporary of Iran that is simultaneously with establish national state in 1935until 2005 through institutional approach. The essay encompasses three parts: at first, the problem and research questions stated and then approaches about social policy and capability explaining them. The central argument of this essay is that state-oriented institutional approach and analysis of dependent path is far better than approaches of industrialization and new Marxism. By paying attention to state-oriented institutional approach and analysis dependent path policies and welfares programs have been analyzed. Findings of the essay show that program and welfare services in Iran have been centralized and top –to -bottom. In formulating welfare social policing state or political structure has played the determining role. Because of its power, the political structure shaped institutional and social structure. As a result, in Iran welfare system is a governmental system that non-governmental parts have at least contribution and role.
