This study aimed to identify and assess the extent and impact of strategic initiatives in the faculty and staff development, creativity and innovation in the military higher educational center is doing.

This is a type of applied research methods, descriptive - survey is. Sample included 131 members of the faculty and staff of the military higher educational center is the prototype of a cluster sampling which have been selected.

The calculated value of multiple correlation coefficient among the four predictor variables entered into the model of the criterion variable is equal to 0.996 And the value of determination coefficient is equal to 0.991. This means that 99% of the variation of criterion variable is determined by the four variables entered into the model. Also, individual, group, organizational, and environmental aspects are effective variables in predicting the level of innovation. Organizational aspect has a greater influence on the predicting the dependent variable (staff creativity).

According to the findings, all four individual, organization, group, and environmental factors identified in the development of their creativity and innovation are effective. And the changes in each of these dimensions can be used to predict the development of creativity and innovation.
