Abstract:
Although expediency has a pivotal role in the history of Shii political fiqh, Imam Khomeini proposed it in a new version. According to him, "expediency of (the Islamic) regime" is prior to all Islamic laws. No political faqih has considered this new phenomenon, since they have not well thought-out government as a independent unit in their analyses. In fact, Imam Khomeini has shifted the theory of "velayat-fahiq" to an institutional-centered one.
