An Analysis to the Evolution of Power and Sovereignty with an Emphasis on the Issues of Urban Power

"Power" and "sovereignty" is considered to be one of the key and basic concepts in political and philosophical thoughts. Since Homer, s era (classical) this concept has been regarded by many scholars. There is relationship between two concepts of power and sovereignty, therefore in this article has been effort not only investigate this problem, but also reply to this question: who has power and which key elements exist in the governance? Also, who govern in the cities? Thus the range of any of its controversial effort to examine the evolution of the various courses. In the end, the conclusion has been reached. Also, the results have been showed that regime theory is the closest theory to urban governance’s |approach.
