Studying the Mutual Influence of Creativity and Training Evaluations

Abstract:
The aim of this study is to evaluate the effectiveness of human resource systems in municipality (4 area). The main functions of this study, the process of recruitment, planning, recruitment and selection, job design, training and human resources development, performance evaluation, compensation and bonuses, safety, discipline and retirement syste. the research methodogy Is mix metod (quantitaive- qualitative). The research population are staff of four area municipality. Morgan table is used to determine the sample size. to test hypotheses, Data were collected through questionnaire. The data needed to identify the human resource functions and explanation of hypotheses test results were collected through interviews with experts. The results show that from employee's perspective, apart from the education system, other functions of human resource management are not efficient. also, the findings from the interviews confirm The results. Based on these findings, the most important challenge in this area is centralizad planning in the field of human resources management.
