Abstract:
Afghanistan’s governmental System has always been infirm and unstable. During the government forming in Afghanistan, Pashtuns at all times have led the country and seized the power(Durranis, Ghiljis, Barakzaies) but the developments in the last four decades of Afghanistan, especially after the defeat of Soviet Red Army and formation of Islamic Mujahideen Government, caused other ethnic groups (Tajik, Hazara and Uzbek) alongside Pashtuns to participate in power structure of the country. Perhaps one of the main reasons of Taliban’s emergence is that the Pashtuns were not satisfied with the presence of other ethnicities in power, due to their 250-year presence, so political systems in Afghanistan are generally unstable, fragile and weak. Particularly, Afghanistan is one of the few countries experiencing various political systems; from the monarchy, the royal republic and the communist system to the Islamic Mujahedeen government, the Islamic emirate of the Taliban and the Western secular-liberal system.
Considering that the presidential system failed to create the basis for political stability in Afghanistan and even intensified ethnic and factional differences, some believe that change in political system is urgent- a change which balance power structure and provide participation to power for all ethnic groups. Especially government posts and selection of agents of power institutions did not take place on basis of merits, but on the division of power between the two factions and merely passing of the crisis.
