The Position of the Shura in the Islamic Government with Emphasis on Muhammad Rashid Rida's Thoughts and its Political Implications

Abstract:
The Syrian Islamic scholar Muhammad Rashid Rida is known as an Islamic reformer among the contemporary thinkers of the Muslim world. By appealing to the Quranic verses of the Shura, he proposes a council government to adapt the Islamic caliphate to democracy and to remove the caliph from tyranny. Hi follows an elitist approach while talking on Shura. Facing with obstacles to establish Islamic Caliphate, Rashid Reza tends towards theorizing of Islamic government. The importance of this research is that it both seeks to examine Rashid Reza's views on Shura from various aspects and its adaptation also to democracy and study its political consequences. However, the main questions is that "what place does Shura have in Islamic government in Muhammad Rashid Rida's thoughts and what are its political implications?" In this the Stuart Hughe's Interactive Method is used. In this method there is a significant role between the requirements and the social contexts in the formation of thought and when a thought is generated, it changes the society and consequently creates a new order in it.
