A survey on the roots of the state’s security approach to domestic affairs in qajar era

This article intends to survey the roots of the state’s security approach to domestic affairs.
What is meant by security approach, is the state’s special approach in securitization of domestic and foreign occurrences .
From the author’s point of view, which is based on theories from lipset and rokkan, the particular characteristics of the states must be found in their main orientation in transition from important historical stages , as transition toward modernization.
From this point of view , the first steps toward modernization of state have been taken in qajar age. Therefore, in order to identify the special characteristics of the government in Iran , attention to this epoch is indispensable.
