Analyzing the Petroleum Sector Governance Players' Role in Sectoral Innovation System Failures: A Multi Case Study of Iran's Petroleum Sector

Although the Iranian government supported the industry, but has yet to do on petroleum sector governance to make a favorable environment for innovation system. Bringing about Changes to facilitate and improve innovation depends on understanding the petroleum SIS and governance impacts on innovation system. The aim of this research is analyzing the failure of SIS in petroleum sector. This research is practical, with explorative and descriptive- analysis approach based on multicase studies with thematic method. The results showed, the failures of the innovation system, were deficiencies in the rules and regulations of the innovation system, institutional problems, poor coordination between the components, improper information flow, lack of infrastructure and capabilities required in the Innovation system.
