Operational Mechanism for Fair and Effective Distribution of Opportunities in Development process: Focusing on Principle 44

Abstract:
The purpose of the present study is to investigate and present appropriate mechanisms for effective implementation of privatization policy in a fair and productive distribution of opportunities and resources. The results showed that in countries with weak institutions such as Iran, privatization through outsourcing has run counter to the constitutional goals of achieving economic justice and has led to unfair allocation of resources between different strata.  It seems that The gradual privatization by improving the business environment, strengthening the co-operative sector and transferring part of the state-owned enterprises to large co-operative corporations and subsidiaries in the sector, have prevented the accumulation of wealth in the long run and by few Public participation has led to the natural growth of the private sector and the pursuit of stable economic justice. The research method was qualitative and descriptive-analytical method.
