The question of higher Education quality is a subject which professionals, policy makers and planners are concerned with. The aim of the paper is to study on narrative of quality which introduces it as efficiency. According to this view a qualified higher education is an institution that is able to satisfy the needs of economic and other social corporations. This understanding more and less is based on its suitable anthropology in which man's identity is influenced by bio – social conditions. In term of methodology, according to the philosophical nature of discussion, it has been used three
analytical, deductive and critical. The findings of paper reveal that the application of efficiency criteria in all spheres of higher education is not proper- especially regarding ethical and spiritual sphere. Such an inadmissible generalization, not only overlook the position of human beings, but also it reduces every real education to limited activities. For this reason, in this paper it is tried by relying on Karl Jaspers multi- spheres theory regarding human beings to rethink the concept of quality and its range and expanse.
