Drilling on the periphery of urban Streets is important factors in reducing transmission capacity and creating long queues of vehicles. This may result increased air pollution, increased fuel consumption and vehicle accidents. Since the drilling sites may be closed, one or two lane and even the whole route, Is essential to evaluate the cost imposed on users thorough drilling. The purpose of this research is providing a model to estimate the Imposed cost of drilling in the city Street Roadways, According to their role, given the basic parameters of the traffic flow. In this study, at the first, were identified the passages in the city of Mashhad, which drilling operations have been done. Then According to the Role of road, Were collected Traffic parameters Such as volume and travel time And simulate each road For both modes(Normal conditions and during drilling). The simulation was performed using the software Aimsun. Simulation model was calibrated using data collected. The results showed, is different the Impact of drilling in Streets with different roles. Also Is sensitive to the length and width of drilling operations. Hence By economic analysis of data from the simulation, was attempting to create a model By issue of costs resulting from the delay in drilling operations.
