Abstract:

In the present era, the era of information and communication technology (ICT) in all activities, information management systems in large organizations are very important. One of the important tasks of these systems is to provide the necessary information for decision makers. The information required by the managers should be collected at the maximum speed, minimum cost, and with the most accuracy and in the simplest form. Naja human resources comprehensive system is one of the largest information systems in Najawhich currently provides most comprehensive information to senior management, but due to the emergence of this application of technology in the country, it is necessary to solve some problems to reach the desired point.. In this research firstly by studying different sources and getting help from experts in the field of information and communication technology, following the Delphi research process and designing a relevant questionnaire Based on the results of expert responses, the challenges of the technical field are one of the most important challenges for the intelligence building manpower system. Hardware, Software and infrastructure`s challenges all have the same importance, there was a clear difference in the importance of knowing and prioritizing the domains in the output received from the group of experts. In the first instance, the field of economics and, subsequently the field of policy and related laws, are seen by experts as important and of course the challenges of the social and cultural field have been notable for them.
