Abstract:

this study aimed at designing a strategy for developing the human resource management development strategy for both the BSC and swot model.research method has been descriptive - analytical which is based on strategic Studies processthe data collection method was carried out in a qualitative and qualitative way as well as collecting the data of two questionnaires of arm questionnaire with members of the theoretical Specters. research community.Then, in coordination with the managers of this area, what level of education in the country's physical education level was concluded, the questionnaire was concluded by masters of sport management and statistical expert.the dominance of human resources in organizations is confirmed and its reliability coefficient was calculated by Alfa Krunakh 0.83. the statistic society of this research is members of the NAGA Sports Council, experts, employees and physical training staff of NAGA, coaches who have the coaching history of confirmedand other armed forces in the city of NAGA and other armed forces who have at least six years of association football and the experience of NAGA among which 95 were selected as sample size with a stratified random sampling method data analysis: for data analysis of's alpha tests, average variance extracted (AVE), AVE square matrix (AVE) factor analysis using lisrel software and swot analysis and BSC using showed that 13 strengths,13 failures, 12 opportunities and 8 threats were identified and in terms of strategic location, aggressive positioning was achieved. to develop the strategy, the analysis of swat was used and five strategies were developed. A quantitative strategic planning matrix technique was used to prioritize strategies. strategic positioning strategies indicate that physical training should be required to meet the development and empowerment of managers, criteria and standard indices to identify and attract the desired forces and establish a plan in the field of power adjustment.
