Intelligent leadership model based on soft power in government organizations (Case Study: Selected Government Organizations of Sistan and Baluchestan Province)
This study aimed to present a model of smart leadership based on soft power in selected government organizations in Sistan and Baluchestan province. The research method has been a combination of multidimensional data design. The statistical population of this research in the qualitative section includes experts (senior experts of government departments of Zahedan city and university professors) and in the quantitative section of 200 managers of selected government organizations in Sistan and Baluchestan province, which uses 30 targeted sampling methods. 132 managers of selected government organizations in Sistan and Baluchestan province were selected as the sample size. In the qualitative section of the research, the researcher first interviewed the experts and available documents to calculate the indicators of the soft leadership model based on soft power in government organizations through the method of thematic analysis. The output of this stage was the identification of 114 indicators in the form of 19 main dimensions and 32 sub-main dimensions. In the second step, to establish communication and sequence between the obtained dimensions and present the structural model, the method of interpretive structural modeling (ISM) was used. Based on the opinions of experts and analyzes, the smart leadership model based on soft power was calculated. The results showed that causal factors of soft leadership based on soft power in government organizations do not affect organizational strategy, but the underlying and structural factors of soft leadership based on soft power in government organizations affect strategy.
