In urban planning, attention to socio-cultural dimensions is necessary simultaneously with physical and physical look. The present study is a descriptive-analytical study and, using a quantitative method, investigates the socio-cultural causes of modernization of worn out tissue in the 12th district of Tehran. For this purpose, based on the statistical population of Region 12, 500 questionnaires were completed randomly from the regions and neighborhoods of the region. The results showed that in terms of residents' attitudes in terms of felicity, traditionalism, risk acceptance and future development, the objectives of the community in the risk acceptance pillars And traditionalism with a tendency to modernize shows a significant relationship and does not show the dimensions of communicative fanaticism and futurism with a tendency to modernize. In this regard, the variables of sense of belonging to the neighborhood, social capital, social trust, social cohesion, social norms are investigated. In fact, the sense of belonging to the place, the communication of the community itself influenced by the normative system and trust, encourages and facilitates the modernization.
