Duties of Urban Management in Realization of the Environmental Rights of Citizens (With a Glance at the Regulations Passed by Tehran City Council)
The right to live in a healthy environment is closely associated with other human rights, in such a way that the lack of its realization has threatened other human rights. Besides causing irreparable damage to the health of citizens, it exposes other economic, social and cultural rights to risk. Many cities, especially metropolises, suffer from a great deal of environmental pollution, the cause of which is human activity. Overcoming environmental pollution depends on familiarity with the environmental rights of citizens and making an effort to realize them. The present study seeks to answer the fundamental question of the nature of the environmental rights of the residents of citiy? To answer this question, while examining the various environmental elements of citizens' rights, including: the right to access information, the right to education, the right to participate in community life, the right to establish and join non-governmental organizations, the right to enjoy a healthy environment and the right to enjoy urban green spaces, regulations passed by Tehran City Council have been studied. The result is that despite all the efforts made and certain successes achieved, many challenges still exist in this regard and there is a long way to go to achieve full realization of environmental rights of the city residents. Therefore, government institutions and municipal authorities should make ever greater efforts to realize the aforementioned rights.
