The present study with a qualitative approach and multimodal method, including the analysis of the qualitative content of upstream documents, including verses, hadiths and statements of Imam Khomeini and the Supreme Leader to develop a model. Then focus groups were formed to determine the basic measures and its executive programs. The population in the first part were documents and in the second part were officials and experts related to the religious education of students who were selected in a theoretical saturation and purposeful manner. The number of focus group meetings was 10 and the average number of members was 12. Finally, the validity of the model was confirmed by presenting it to 15 officials and experts. The model derived from this method was presented in four dimensions of ethics and behavior, revolutionary values, beliefs and cognitions and rulings. The components of ethics and behavior included ethics and individual behavior with 22 indicators, ethics and social behavior with 22 indicators, ethics and organizational behavior with 14 indicators and ethics and family behavior with 5 indicators. The dimension of belief and cognition with the component of understanding and reasoning and 5 related indicators, rules with general and specialized rules and revolutionary values with three components of insight with 5 indicators, revolutionary behavior with 10 indicators and Basij(mobilization) thinking with 5 indicators were introduced
