The model of Islamic resistance; Study the statements of the Supreme Leader

The Islamic Republic of Iran, due to its ancient culture, civilization, religious and cultural commonalities with the Republic of Azerbaijan, has great power to make policies in the field of cultural relations of this country. The purpose of this article is to provide a model for policy-making of cultural relations between the Islamic Republic of Iran and the Republic of Azerbaijan. This research has been done by qualitative method and applying data-based theory and the required data has been collected through semi-structured interviews. The statistical population of this study is those cultural experts in the position of ambassadors, cultural advisors, affiliates and cultural advisors of the Islamic Republic of Iran in the Republic of Azerbaijan who were interviewed by purposeful sampling, twelve of them. According to the research topic, all interviews were collected and MAXQD software was used to analyze the data. By carefully studying the interviews, wherever the concept related to the research topic was found among the content, the code was assigned to it. . In data analysis, we achieved a policy model. Based on the findings, it can be said that the strategies for attracting the maximum number of students of the Republic of Azerbaijan in Iran include the following: Translation of Persian books into Azeri, tourism development of the Republic of Azerbaijan in Iran, holding cultural weeks, management and guidance of foreign policy in the right direction, exchange of professors and elites between the two countries, exposing the nature of anti-identity currents in the Republic of Azerbaijan, attracting maximum students of the Republic of Azerbaijan In Iranian universities, joint scientific meetings, basic planning between the two countries, support for the publication of various joint literary, cultural and historical books, holding joint literary and scientific conferences and holding transnational art exhibitions with an Iranian-Islamic approach. These measures can promote policy-making in the cultural relations between Iran and the Republic of Azerbaijan in the field of culture.
