Abstract:
Expanding the scope of victimless crimes in criminal policy Since it can be linked to the intellectual foundations and attitudes of any society in the idea of neutrality or perfectionism, are significant issues in analyzing the behavioral behavior of states in criminalizing or decriminalizing certain behaviors. In this study, regardless of the justification and criminalization of these crimes, we seek to identify the role of acceptance of the idea of impartiality or perfectionism in the development of the criminal jurisdiction of states and their scope.Therefore, after explaining the concept of neutrality and perfectionism, and a brief recognition of the crime of victimless crimes, the relationship between these two concepts and the impact of a political approach on the structure of criminalization or criminalization of behavior is explained.By identifying the foundations of criminality, the authors have put countries into two spectra of pure perfectionism to complete neutrality or in the intervals between the two spectra, the proximity of either of these to influence the development or reduction of crime.
