The Pathology of Strategic Planning in Local Organizations(Case Study of Kermanshah Provincial Council and Municipalities)

Identifying and providing solutions to their planning barriers can affect community development. In the qualitative part of the research, using semi-structured interviews and studying different texts by theme analysis method, 33 subcategories were identified and classified into four categories: behavioral, communicative, scientific and institutional. In the quantitative section, triangular fuzzy numbers (9 ° spectrum) were used to fuzzify the viewpoints of experts. Then, the questionnaire was prepared based on the model and distributed to 133 (98 people). Distribution of data was not normal and PLS software was used. Research model with partial least squares technique test and quality or validity of model with shared validity index and redundancy index. The GOF index value obtained from the calculations was 0.611 indicating high overall quality of the model. Thereafter, four hypotheses did not rule out the significant impact of the four cognitive, behavioral, communicative, and institutional damages with strategic planning with a probability of 0.95. The analysis of the current and desirable status quo was done by distributing a questionnaire in the target population. There were significant differences between the current and desirable status quadruple factors and suggested solutions for related organizations.
