Environmental obligations of States in reducing environmental hazards

Abstract:
The corona virus, scientifically known as Covid 19, with its damage to human health and the environment, is a clear example of the danger in the definition of the World Health Organization. Corona, on the other hand, is a manifestation of the molecular interconnectedness of the universe and the butterfly effect that has made it important to pay attention to the interrelationships between human societies and the environment. The outbreak of coronavirus is one of the risks for the right to life that results from governments not paying attention to environmental risks and especially climate change. Given the importance of the right to life as the first and the most fundamental human right in human rights instruments, it is necessary to examine the causes and provide legal solutions to deal with the consequences of not paying attention to climate change within the framework of international environmental law. The major question is that what are the obligations of governments to reduce environmental risks under international environmental law? In this regard, the present article endeavors to explain the environmental duties and obligations of governments in the face of climate change and reduce the environmental risks arising from it, including Corona, by using descriptive-analytical methods and using library resources. The findings of the article indicate that with the outbreak of the corona epidemic, the protection of the environment as one of the examples of the third generation of human rights is very important and it is necessary for governments to fulfill their previous environmental obligations in line with the right to life and health. Exercise themselves in a relatively precarious position in good faith and, to that end, promote international cooperation in the implementation of environmental standards at the national and international levels. At the same time, it should be noted that economic crises after the current state of emergency caused by the outbreak of the Corona epidemic will increase economic measures and increase environmental risks, so it is necessary to pay attention to the principle of mutual cooperation between governments in implementing other principles of international law and the establishment of an international environmental protection organization to adopt and implement appropriate environmental policies and principles in the face of an epidemic are the recommendations of this article.
