A Study of the Islamic Model of People's Participation in Comprehensive Crisis Management from Imam Khomeini's Perspective
Governments use the capacity of the people to control crises. If this use of people is not commensurate with the social and religious context of the people, the use of these resources will be minimized. To date, our Iranian society has gone through difficult crises in which believing in Islamic teachings has helped people overcome problems. In this study, we want to examine the components of public participation in Iranian society in a religious context. In this way, by using the statements of Imam Khomeini and using the GT method, and using the model of open coding, axial coding, and selective coding, we try to provide an Islamic management model of public participation in crisis. As a result, we found that the Islamic management model of public participation includes all strategies of comprehensive crisis management, Mitigation, Preparedness, Response, Recovery. to achieve it, in addition to the masses and elites, the government has tasks to fulfill. In the preparedness strategy, the government should train and equip the people's volunteers, and in the response strategy, it should speed up the process of popular participation by setting priorities. The government should use public participation in the Mitigation strategy in the field of mental health of the injured, and in the Recovery Strategy, control the process of compensation and coordinate government agencies with public participation.
