based on the Competency pattern of urban managers of Mashhad city has 122 free codes, categorized in 15 axial coding and four selected codes by using Amos structural equations using Amos software.
Individual competence with 0.87 coefficients has the highest impact on pattern construction and meritocracy. the most important obstacle in meritocracy in the city of Mashhad is the weakness of the assessment system (urban management approach), which in two main dimensions of barriers and characteristics was studied and showed that the most important administrative and cultural barrier was not the coordination and lack of ambiguity in the tasks of trustees and the most important characteristic of special attention to urban services.
