Designing a comprehensive conceptual model for smartness of ministries in Iran

In recent years, the integration of government services of ministries with electronic systems has received more and more attention from the government. Making all the affairs of a ministry smart is an effective step towards achieving a smart government. Therefore with the aim of presenting a comprehensive conceptual model for the smartness of ministries in Iran, this research has been done. Initially, the dimensions of smart government were calculated based on previous studies and research literature. Based on the research literature, the dimensions of smart government including smart leadership and management, smart technology, smart infrastructure, smart security, smart interaction and smart environment were identified. Then, using the dimensions presented from previous studies and using the grounded theory method, the conceptual model of the intelligent ministry system was extracted. For this basis, six steps for conceptual design of the intelligent ministry system; 1- Creating a statistical system based on registration data, 2- Needs assessment and planning based on land management, 3- Gathering and collecting large data in the data warehouse, 4- Designing models and algorithms for policy-making and planning, support and Their support, monitoring, evaluation and smartening, 5- Development of management and interactive dashboard 6- Production and establishment of knowledge base, were considered. Finally, with a survey approach and receiving the opinion of experts through a questionnaire and Smart PLS software was used to confirm the research model and it was found that the proposed conceptual model can be used and exploited for the smartness of ministries to an acceptable extent.
