Factors Affecting the Knowledge-Based Administrative System to Implement the Administrative General Policies

Abstract:
This study aims to identify the effective factors of knowledge-based administrative system to implement the administrative general policies. The study is practical and descriptive-survey. The data is mixed, qualitative and quantitative. The sampling in the qualitative phase is purposeful and snow ball. In the quantitative phase, the sampling was random grouped sampling. The population in the qualitative phase was 20 experts and in the quantitative phase was 1472 staff of the central bank of Tehran, out of which 305 individuals were selected. The content analysis in the qualitative phase employed Kendal index, and in the quantitative phase, the confirmatory factor analysis and AHP were used. The results in the qualitative phase confirmed the theoretical model in 7 aspects, 28 elements, and 91 indexes. The data was collected through researcher-made questionnaire, and analyzed by SPSS, Liserl, and Expert choice. The findings showed that the most important aspects were knowledge management, information coherence, government-related factors, environmental aspects, organizational aspects, infrastructural and Islamic variables, respectively. The path index and t-test showed that the seven factors had a direct and significant relationship with the knowledge-based administrative system elements.
