Identifying and Explaining the Main Components of Community Policing Based on the Statement of the Islamic Revolution Second Step

With the Islamic revolution entering the second stage of its life, the need for transformation and huge changes in the duties and missions of the country's institutions and organizations is felt. The police command of the Islamic Republic, as the main responsible of establishing social order and security in the country, needs to pay attention to important concepts such as community-oriented police. Therefore, the main goal of the current research is to identify and explain the main components of community-oriented policing based on the statement of the second step of the Islamic revolution.

The present research utilized a mixed method, which was carried out with a nested approach at the same time in two qualitative-qualitative stages. In this research, two methods of "conventional content analysis and grounded theory have been used, respectively. The unit of analysis in the first stage is themes, and the main tool used in the second stage is a semi-structured interview, which was used to extract codes from 13 experts in the database theory method.

According to the findings of the research, in the first stage – a content analysis method - 10 themes were determined for conducting interviews, and in the second stage, through the conducted interviews; The codes extracted using the systematic approach of Strauss and Corbin were examined and counted in three types of "open, axial and selective" coding, which resulted in a total of 113 open codes, 56 central codes and 22 selective codes.

According to the results and analysis, the extracted components show that according to the statement of the second step of the Islamic Revolution, the community-oriented policing is a people-oriented or citizen-oriented approach that serves the members of society. It creates the necessary grounds and platforms for creating empathy and companionship, moral and social health, vigilance and effort.
