Evaluation of crisis management system from battle operation and terrorism in Iraq

Today, the science of crisis and disaster management is considered as one of the most important sciences all over the world. Therefore, crisis management is considered an important and common issue that requires a lot of effort. Therefore, continuous research is one of the important ways to create the best methods for evaluating and developing crisis management. Such methods are suitable for dealing with the suffering that many countries experience from time to time due to natural and environmental disasters.The purpose of this research is to show the importance of crisis management in general. It also examines the current situation of disaster response management in Iraq. This study focuses on achieving the basic functions of management tasks (planning, organizing, directing, controlling). At the same time, it identifies the weak and strong points of the current administrative system in all its elements and reanalyzes all the problems and defects in each element in order to provide recommendations for improving the quick response system to fix these problems and defects, to serve deal with disaster management in Iraq in the future.In order to achieve this goal, data was collected that included information obtained from the literature related to disaster and crisis management. In addition, other information was obtained from the field investigation of the Office of Civil Defense in Iraq. Also, collective and personal interviews were conducted with experts related to disasters and crises caused by war operations and terrorism.Analysis of the data results revealed many weaknesses in the current system and this was confirmed by the field survey. He showed us more clearly the areas where the weak points in the management function, especially in the planning and organizational functions, are visible. One of the most important weaknesses is the lack of heavy equipment, as well as the lack of engineering experts and dependence on the help of other service departments. This is due to the local roles and management of departments in the Iraq government.Finally, the study reached a series of conclusions and recommendations, including providing civil defense offices with heavy rescue and relief equipment and providing expertly trained engineering staff to deal with disasters and crises. In addition, it creates an incentive plan for civil defense members and managers. Such plans encourage them. To face the unnatural conditions that Iraq is experiencing, to create an environment similar to developed countries in the world. This helps to overcome all kinds of crises and reduces human and financial losses.
