Designing a competency model for health managers of the Ministry of Health and Medical Education
The aim of the present research is to design a competency model for health managers of the Ministry of Health and Medical Education. In this research, after identifying the dimensions, approaches and competence areas of managers in a qualitative study through interviews with 14 experts and analyzing the data from the interviews with the content analysis method, 54 indicators were identified and in 15 main concepts including operational-professional skills, interactive skill, human skill, environmental competence, managerial competence, individual competence, general competence, leadership competence, job competence, problem solving skill, management skill, behavioral approach, contingency approach, research-based approach and strategy-based approach were categorized. Then, ranking was done with the fuzzy AHP method. Next, in a quantitative study by collecting information through a questionnaire from 384 employees, structural equation modeling was used to estimate relationships in the competency model of health managers of the Ministry of Health and Medical Education. The results obtained from the evaluation of the model showed that the improvement of competence of health field managers had an effect on the dimensions of competence, major domains of competence, competence approach and factors related to competence, respectively. This research provides insights into the identification of competencies needed by employees to improve performance in their current job or prepare for other job opportunities through promotion or transfer.
