The Islamic governance system considers its main mission to popularize and fulfill divine decrees, and this will not be done unless the participation of all the capacities of the public in the process of religious preaching. Until now, proselytizing has been less understood as a social action, while individual proselytizing approaches and collective and managerial approaches have been transformed. In this research, proselytizing will be analyzed firstly as a political-social matter and secondly in the light of the concept of governance and finally This question is answered how the governance of Tabligh is done with the help of public capacities. The method of the current research is a review type and with a traditional or narrative literature review model, and in that the literature of the governance of proselytizing was searched and examined by relying on the articles that were in Noormagz and the humanities portal, and finally the issue of governance of proselytizing based on causal conditions. , strategy, background conditions, obstacles and consequences were formulated and described. The findings of the present research, Serasht and Tabligh Foundation, have considered the governance of proselytizing based on public participation to be consensual governance, and the three components of consensual governance in the matter of tabligh are in the form of cultural intervention; In context, consonance; And in the content, the community considered the comprehensive matter. The result of the research was that the government needs to generalize the matter of proselytizing for cultural intervention, and the process of generalization should rely on problematizing the situation of proselytizing, evaluating the process and outcome of proselytizing, prioritizing practical proselytizing over expression, presenting a new model, facilitative intervention in the matter Proselytizing and finally focus on the proselytizing process rather than the proselytizing output.
