Methods and Materials:
This study was qualitative method. The documents method was used for data collection and the framework analysis method was used for data analysis. Participants were 55 the medical sciences universities and 421 managers, experts, and other members of the EDCs and EDOs.
In EDCs were extracted nine main subjects, 21 challenges with 81 subcategories, and in EDOs eight main subjects, 15 challenges with 43 subcategories. The repetitive subcategory in EDCs and EDOs was the lack of medical education specialists related to structure and organization and the challenge of weakness in designing and compiling the operational organizational structure needed to fulfill the description of responsibilities.
Extracting 36 challenges and 124 sub challenges in EDCs and EDOs shows that the direction of development of education and its quality in universities of medical sciences needs to be repaired. It is necessary to provide specialized solutions to solve the challenges and revise the description of the duties of the centers and offices.
