Identifying and ranking the risks of the military equipment reconstruction project using the multi-mora decision-making method (Case study: Armored combat vehicle)
Risk management in today's organizations has become a part of the strategic approach to achieve projects, Failure to pay attention to the risks in any project can cause threats in the implementation of the project, so that the consequences of those factors directly affect the time, cost and quality. military organizations, as the main elements of defense, are obliged to protect the country from foreign threats, Therefore, they should identify potential risks, plan for proper management and avoid unexpected decisions. Considering the importance of military equipment projects and referring to the lack of full transfer of construction technologies, the lack of reconstruction from the manufacturing countries, and the existence of sanctions, this research aims to identify, evaluate and rank the risks affecting the reconstruction of a Armored combat vehicle. The risks were identified by reviewing articles and the Delphi method, and the Multimora method was used to rank them. In order to weight the indicators, the best-worst method was used. Also, a questionnaire was designed for implementing the multi-mora method And it used the Likert method with the opinion of 5 activists in the field under discussion. The results indicated that the issue of quality is more important than other indicators. Also,the absence of manufacturing technologies and lack of the technical experts are the most important, and the lack of tools and recognition of the existing capabilities are the most worthless risks. This research can help to develop and create opportunities for military organizations to carry out such projects.
