Identifying the key factors of the command and control system in the conditions of uncertainty in complex environments in the face of upcoming scenarios
Today, following the significant growth of technologies at the level of international interactions in the scene of peace, war or neutrality, the conflict parties use a variety of conflicts with complex methods. Therefore, the threats have become more subtle, more complex and more ambiguous, which requires more preparation to recognize and effectively deal with this scene, and the stage managers should be prepared to deal with it with the optimal and efficient use of command and control systems, so that they can act on time. Be rational and react appropriately to threats. The requirement of this preparation is to know the key factors of the command and control systems in facing each of the possible scenarios. Therefore, the present research was conducted with the aim of identifying the key factors of effective and effective success and failure of the command and control system in the conditions of uncertainty of complex environments in the face of possible upcoming scenarios, which in terms of the type of goal, applied-developmental with a descriptive method and a qualitative approach. has taken. The required data were collected and analyzed by library and field methods. The results of this research indicate the identification of 15 key environmental factors, which were surveyed and ranked by the Delphi method in order to explain the quantitative relationship of these factors with each of the four scenarios.
