Abstract:
Background and purpose

Five-year development plans have been formulated and implemented relatively intermittently in Iran in the last seventy-five years, and their implementation results have been analyzed and investigated at different stages, but less attention have been given to the consequentialism, which represents the manifestation and effectiveness of the in the target environment, beneficiaries satisfaction and the actual realization of goals. Iran's police organization, with the mission of establishing order and security and providing public and individual comfort in the country, needs to formulate and evaluate its development plans with a consequentialist approach. Therefore, this research has been conducted in order to investigate the policing consequences affected by the five-year development plans of the Iranian police.

Methodology

The research method is practical in terms of purpose, and descriptive in terms of the research direction. The statistical population of this research includes the senior and middle managers of the police headquarters of the Islamic Republic of Iran, and the sample size is 346 people, and a questionnaire was distributed among them using a simple random sampling method. Using SPS software, through simple and multivariate regression, the effect of independent variables on dependent variables and the theoretical model of the research has been investigated.

Findings

Five-year police development program has an impact on police outcomes. The five-year police development programs have had an impact on the environmental consequences of the police (inside and outside the organization) and the consequences of the mission levels of the police (individual stakeholders, institutional stakeholders and social stakeholders).

Conclusion

The police organization in targeting, formulating, implementing and evaluating its development plans should pay attention to consequence-oriented performance management, which has a special focus on mission levels in line with the satisfaction of social, institutional and individual stakeholders, and evaluate the policing consequences resulting from the mission in the plans. Include development.
